ABSTRACT
The literature on path development is increasingly concerned with providing targeted policy recommendations for different regional innovation systems. This paper examines the case of Ruta N, a regional innovation agency operating on the knowledge periphery in Medellin, Colombia. The municipally owned intermediary organization Ruta N stimulates new industrial path development by facilitating the acquisition, diffusion and absorption of extra-regional knowledge within the regional innovation system. To do so, Ruta N acts as a knowledge gatekeeper, engaging in the ‘tropicalization’ of extra-regional knowledge to facilitate its absorption. Its experience is indicative of one possible path connecting local elites with international leaders, increasing absorptive capacity, and facilitating knowledge transfer.

知识外围的守门者与路径开发：对哥伦比亚麦德林Ruta N机构的案例分析. RESUMEN
Guardianes de conocimiento y desarrollo de rutas en la periferia del conocimiento: el caso de Ruta N en Medellín,Colombia. Area Development and Policy. En la bibliografía sobre el desarrollo de rutas se observa una creciente preocupación por las recomendaciones políticas orientadas para diferentes sistemas de innovación regional. En este artículo analizamos el caso de Ruta N, una agencia de innovación regional activa en la periferia del conocimiento en Medellín (Colombia). Ruta N, una organización intermediaria bajo administración municipal, estimula el desarrollo de nuevas rutas industriales al facilitar la adquisición, difusión y absorción de conocimiento extra-regional dentro del sistema de innovación regional. Para ello, Ruta N actúa como un guardián de conocimiento participando en la ‘tropicalización’ de conocimiento extra-regional para facilitar su absorción. Su experiencia revela una posible ruta para conectar las elites locales con líderes internacionales aumentando la capacidad de absorción y facilitando la transferencia de conocimientos.

Посредники в передаче знаний и пути развития на периферии знаний: пример Ruta N в Медельине, Колумбия. Area Development and Policy. В литературе, посвященной разработке путей развития, все больше внимания уделяется выработке адресных рекомендаций по вопросам политики в отношении различных региональных инновационных систем. В данной статье рассматривается случай Ruta N, регионального инновационного агентства, работающего на периферии знаний в Медельине, Колумбия. Муниципальная посредническая организация Ruta N стимулирует промышленное развитие, содействуя приобретению, распространению и усвоению внерегиональных знаний в рамках региональной инновационной системы. Ruta N выступает в качестве посредника в передаче знаний, участвуя в ‘тропикализации’ внерегиональных знаний, чтобы облегчить их усвоение. Опыт этой организации свидетельствует об одном из возможных путей установления связей между местной элитой и международными лидерами, расширения возможностей по усвоению знаний и содействия передаче знаний.
