ABSTRACT
With the widespread adoption of market-oriented policies and the decentralization of political power, localities have become important agencies of growth. However, the literature on innovation and growth concentrates on national and regional innovation systems and has not fully explored the characteristics and dynamics of local innovation systems (LISs). In this paper, concepts of networks, collectivity, coevolution and autonomy are used to define an LIS and identify four LIS typologies. A case study of Optics Valley in China’s Hubei province draws on these four concepts and reveals the significance of local features and their articulation with regional and national factors in explaining system dynamics and of LIS as a category in its own right.

地方创新系统的定义和类型：中国中部地区光谷的案例研究。Area Development and Policy. 随着市场导向政策的广泛采用和政治权力的下放，地方政府已经成为重要的发展机构。然而，与创新和发展相关的文献主要集中体现在国家和区域创新系统上，并且没有充分探讨地方创新系统（LIS）的特征和动态。本文使用网络、集体、共同进化以及自治这四个概念定义LIS，确定了LIS的四种类型。通过中国湖北省光谷（OVC）的案例，借鉴这四个概念，揭示了地方特征的重要性及其与地区和国家因素之间的联系，从而解释了系统的动态变化以及将LIS 做为单独概念研究的重要性。
RESUMEN
Definición y tipologías de los sistemas de innovación local: el ejemplo del Valle Óptico en China central. Area Development and Policy. Con la amplia adopción de políticas orientadas al mercado y la descentralización del poder político, las localidades se han convertido en importantes entidades de crecimiento. Sin embargo, la bibliografía sobre innovación y crecimiento se concentra en los sistemas de innovación nacional y regional y no se han analizado totalmente las características y dinámicas de los sistemas de innovación local. En este artículo, los conceptos de redes, colectividad, coevolución y autonomía sirven para definir un sistema de innovación local e identificar sus cuatro tipologías. Un ejemplo del Valle Óptico en la provincia de Hubei en China se inspira en estos cuatro conceptos y revela la importancia de las características locales y su articulación con los factores regionales y nacionales para explicar las dinámicas del sistema, y la importancia de los sistemas de innovación local como una categoría en sí mismo.

Определение и типологии локальных инновационных систем: пример Долины оптики в Центральном Китае. Area Development and Policy. По мере широкого распространения рыночно-ориентированной политики и децентрализации политической власти местные власти становятся важными двигателями роста. Однако в литературе по инновациям и экономическому росту основное внимание уделяется национальным и региональным инновационным системам, а характеристики и динамика локальных инновационных систем (LIS) изучены не в полной мере. В настоящей работе понятия сетей, коллективности, коэволюции и автономии используются для определения локальных инновационных сетей и конструирование четырех их типологий. Тематическое исследование Долины оптики в китайской провинции Хубэй (OVC) опирается на эти четыре концепции и раскрывает значение местных особенностей и их связь с региональными и национальными факторами в объяснении динамики системы и LIS как самостоятельной категории.

1. The four directories were from COEMA, the OVC official website, the Guangzhou Optics and Optoelectronics Manufacturers Association and the Wuhan Laser Association of the OVC.
2. The first national ITP was recognized in 1988. Up to 2008, there were only 56 recognized national ITPs; today there are 143. This paper benchmarked OVC against the oldest 56 national ITPs as their development periods are comparable.
