The concept of a high-speed railway between the Indian Ocean and Alaska in the context of the Belt and Road Initiative

ABSTRACT

This paper reviews the antecedents and future potentials of a transcontinental high-speed railway from the Indian Ocean to the Bering Strait and Alaska. The original ideas date from the 19th century, but have regained relevance in the context of China’s Belt and Road Initiative. Apart from increasing connectivity between Eurasia and America and developing economic complementarities between different parts of the world, a high-speed railway would open prospects for exploiting the agricultural and tourism potential of Siberia, mitigating economic and environmental risks in different regions, and raising standards of living. However, like a century ago, key barriers to the project remain a complicated physical geography, low population density and continuing geopolitical tensions.

解读‘一带一路’倡议下连通印度洋与阿拉斯加之间高速铁路的概念。Area Development and Policy. 本文综述了从印度洋到白令海峡和阿拉斯加洲际高速铁路的发展历史和潜力。最初的想法可以追溯到19世纪，但在中国的’一带一路’倡议的背景下又重新获得了现实意义。除了加强欧亚大陆与美洲之间的连通性，发展世界各地之间的经济互补性以外，高速铁路还将为开发西伯利亚的农业和旅游业潜力，减轻其经济和环境所带来的风险，提高人民的生活水平开辟前景。然而，就像一个世纪之前一样，该项目的主要障碍仍然是复杂的自然地理，低人口密度和持续发展的地缘政治紧张局势。

The concept of a high-speed railway between the Indian Ocean and Alaska in the context of the Belt and Road Initiative. Area Development and Policy. En este artículo se analizan los antecedentes y el potencial de una línea ferroviaria transcontinental de alta velocidad desde el Océano Índico hasta el estrecho de Bering y Alaska. La idea original se remonta al siglo XIX, pero ha adquirido nueva relevancia en el contexto de la iniciativa de la Franja y la Ruta de China. Aparte de aumentar las conexiones entre Eurasia y América y desarrollar complementariedades económicas entre las diferentes partes del mundo, una línea ferroviaria de alta velocidad ampliaría las posibilidades de explotar el potencial agrícola y turístico de Siberia, mitigar los riesgos económicos y medioambientales y mejorar los niveles de vida. Sin embargo, al igual que hace un siglo, sigue habiendo escollos a este proyecto, tales como una geografía física complicada, baja densidad de población así como continuas tensiones geopolíticas.

АННОТАЦИЯ

Концепция высокоскоростной железной дороги между Индийским океаном и Аияской в контексте инициатиы «Пояс и Путь». Area Development and Policy. Статья посвящена анализу идей и проектов по созданию высокоскоростной железной дороги от Индийского океана к Берингову проливу и далее на Аляску. Актуализируются идеи XIX-начала ХХ века о создании планетарных железных дорог на основе сегодняшней китайской инициативы «Пояса и Пути». Помимо открытия новых связей между Евразией и Америкой, создание высокоскоростной железной дороги открывает перспективы использования сельскохозяйственного и туристического потенциала Сибири, позволяет преодолевать экономические и экологические риски на значительной части земного шара, повысить качество жизни. Однако, как и столетие назад, основными ограничениями остаются сложная физическая география, низкая плотность населения, а также геополитические разногласия.
