ABSTRACT
This paper introduces a framework of sustainable urban development that considers the everyday politics of cities and their neighbourhoods. First, it considers the challenges facing cities in the Global South, and calls for renewed attention to the daily political struggles of urban residents. Second, it reviews the scholarship on the politics of urban governance and incorporates the politics of belonging and how citizens make claims to urban space into logics of sustainable governance. Third, it presents a framework of sustainable urban development based on thinking about cities and their neighbourhoods as urban commons. Fourth, it illustrates the theory with examples from the Ghanaian cities of Accra and Ashaiman. Fifth, it concludes by discussing how the framework generalizes to cities in Asia and Latin America, and offers possible policy interventions that incorporate the underlying political conditions that contribute to sustainability.

RESUMEN
Política cotidiana y desarrollo urbano sostenible en el hemisferio sur. Area Development and Policy. En este artículo se introduce un marco de desarrollo urbano sostenible que tiene en cuenta la política cotidiana de ciudades y sus barrios. En primer lugar, se consideran los retos a los que se enfrentan las ciudades en países del hemisferio sur, y se reivindica que se preste atención de nuevo a la batalla política diaria de los residentes urbanos. En segundo lugar, se revisan los estudios sobre la política de gobernabilidad urbana, y se incorporan las políticas de pertenencia, y el modo en el que los ciudadanos reclaman el espacio urbano, en la lógica de la gobernabilidad sostenible. En tercer lugar, se presenta un marco de desarrollo urbano sostenible que se basa en considerar las ciudades y sus barrios como comunes urbanos. En cuarto lugar, se ilustra la teoría con ejemplos de las ciudades de Accra y Ashaiman en Ghana. В данной статье вводится концепция устойчивого городского развития, которая рассматривает повседневную политику городов и их окрестностей. Во-первых, автор рассматривает проблемы, стоящие перед городами на глобальном Юге, и призывает вновь обратить внимание на повседневную политическую борьбу городских жителей.
