Getting the territory wrong: the dark side of development corridors

ABSTRACT

Development corridors bring transport infrastructure together with regulatory reforms and other measures to produce regions that are functional in the sense that they can plug into global value chains. They promise regional development by ‘getting the territory right’. Yet, numerous studies show that the outcomes are mixed. Some corridors are marked by serious shortcomings. Contributing to our understanding of the dark side of corridors, this research note outlines how corridors may fail to meet economic goals, give rise to disarticulations, suffer from institutional deficiencies, and have environmental and social shortcomings. Instead of trying to get the territory right in a top-down manner, bottom-up approaches to development ought to receive more attention.

Conseguir el territorio equivocado: el lado oscuro de los corredores de desarrollo. Area Development and Policy. Los corredores de desarrollo aportan infraestructura de transporte, además de reformas normativas y otras medidas para crear regiones que sean funcionales en la medida en que puedan conectar con cadenas de valor globales. Prometen desarrollo regional al intentar ‘conseguir el territorio correcto’. Sin embargo, numerosos estudios muestran que los resultados son desiguales. Algunos corredores están marcados por deficiencias graves. Contribuyendo a nuestro concepto del lado oscuro de los corredores, en esta nota de investigación se pone de relieve de qué modo los corredores no alcanzan los objetivos económicos, causan desarticulaciones, sufren deficiencias institucionales y tienen carencias medioambientales y sociales. En lugar de intentar lograr el territorio correcto de una manera jerárquica, de arriba hacia abajo, habría que prestar más atención a los enfoques ascendentes al desarrollo.

Неправильная политика в отношении территорий: темная сторона коридоров развития. Area Development and Policy. Коридоры развития объединяют транспортную инфраструктуру с реформами регулирования и другими мерами для создания регионов, которые являются функциональными в том смысле, что они могут встраиваться в глобальные цепочки создания стоимости. С ними связаны надежды на региональное развитие, ‘приведенных в порядок территорий’. Между тем, результаты многочисленных исследований неоднозначны. Некоторые коридоры отмечены серьезными недостатками. Способствуя нашему пониманию темной стороны коридоров развития, эта статья описывает, как коридоры могут не соответствовать экономическим целям, приводить к рассогласованности, страдать от институциональных дефектов, экологических и социальных проблем. Вместо того чтобы пытаться воздействовать на территории сверху вниз, следует уделять больше внимания подходам к развитию снизу вверх.
