ABSTRACT
Regions as socio-economic systems face various challenges caused by global processes including world market fluctuations, large-scale migrations and environmental problems. Identifying the factors capable of throwing a regional system off the path of sustainable development will allow decision-makers to find effective remedies. In Russia, the transition to sustainable development has been complicated by a high degree of interregional differentiation of development and resource potential, as well as limitations in the regional strategic planning system. This study identifies significant differences in the extent to which the development of Russia’s regions is sustainable, the factors contributing to these differences and the ways in which strategic planning may help move in the direction of greater sustainability.

RESUMEN
Evaluación del desarrollo sostenible en las regiones rusas. Area Development and Policy. Las regiones como sistemas socioeconómicos se enfrentan a diversos obstáculos causados por procesos globales, entre ellos las fluctuaciones del mercado mundial, las migraciones a gran escala y los problemas medioambientales. Para evitarlos, los responsables políticos podrían hallar remedios al identificar cuáles son los factores capaces de descarrilar a un sistema regional de la ruta del desarrollo sostenible. La transición al desarrollo sostenible ha sido complicada en Rusia debido a un elevado grado de diferenciación interregional del potencial de desarrollo y los recursos, así como las limitaciones del sistema de planificación estratégico de ámbito regional. En este estudio se identifican diferencias importantes en el grado de sostenibilidad del desarrollo de las diferentes regiones de Rusia, se investigan qué factores contribuyen a crear estas diferencias y de qué manera se podría progresar hacia una mayor sostenibilidad con ayuda de una planificación estratégica.

Оценка устойчивого развития регионов России. Area Development and Policy. Регионы как социально-экономические системы сталкиваются с различными проблемами, обусловленными глобальными процессами, в том числе колебаниями на мировых рынках, масштабной миграцией и экологическими проблемами. Выявление факторов, способных вытолкнуть региональную систему с пути устойчивого развития, позволит лицам, принимающим решения, найти эффективные средства предотвращения такого сценария. В России переход к устойчивому развитию осложняется высокой степенью межрегиональной дифференциации уровня развития и ресурсного потенциала, а также ограничениями системы стратегического планирования региона. Это исследование позволило выявить существенные различия в степени устойчивости развития регионов России, факторы, обусловливающие эти различия, и направления совершенствования системы стратегического планирования для повышения региональной устойчивости .
