ABSTRACT
The ability to overcome geographical distance is necessary to participate in social inclusion activities, such as employment. This paper seeks to describe the accessibility of job opportunities outside Uruguay’s capital city metropolitan area. This analysis entails empirically assessing intercity accessibility because workers in small cities frequently have to commute outside their cities of residence. This research reveals different regional accessibility profiles and allows us to identify vulnerable regions based on lack of accessibility to job opportunities. For the most vulnerable regions, travel by public transport would afford access to a number of job opportunities that, after considering the number of job seekers, would provide a level of employment well below the national rate. The findings suggest that policies to improve accessibility should not be homogeneous and must consider regional disparities.

RESUMEN
Accesibilidad interurbana de oportunidades laborales en ciudades secundarias de Uruguay. Area Development and Policy. Para poder participar en las actividades de inclusión social, tales como el empleo, es necesario tener la capacidad de superar la distancia geográfica. En este artículo intentamos describir la accesibilidad de las oportunidades laborales fuera del área metropolitana de la capital de Uruguay. Este análisis contiene una evaluación empírica de la accesibilidad interurbana teniendo en cuenta que los trabajadores en las pequeñas ciudades con frecuencia tienen que desplazarse al trabajo fuera de sus ciudades de residencia. En este estudio se indican diferentes perfiles de accesibilidad regional que nos permiten identificar regiones vulnerables basadas en la falta de accesibilidad a oportunidades laborales. En las regiones más vulnerables, los viajes en transporte público permitirían el acceso a una serie de oportunidades laborales, que después de considerar el número de solicitantes de empleo, proporcionarían un nivel de empleo bien por debajo del índice nacional. Los resultados indican que las políticas para mejorar la accesibilidad no deberían ser homogéneas y han de considerar las desigualdades regionales.

Междугородняя доступность возможностейтрудоустройства во второстепенных городах Уругвая Area Development and Policy. Способность преодолевать географические расстояния необходима для участия в мероприятиях по социальной интеграции, таких как трудоустройство. В этой статье предпринята попытка описать доступность возможностей трудоустройства за пределами столичного региона Уругвая. Этот анализ предполагает эмпирическую оценку междугородней доступности, поскольку работникам из небольших городов часто приходится добираться на работу за пределы своего места проживания. Это исследование выявляет различные региональные профили доступности и позволяет нам определить уязвимые регионы на основе отсутствия доступа к возможностям трудоустройства. Для наиболее уязвимых регионов поездки на общественном транспорте обеспечили бы доступ к возможностям трудоустройства, которые, с учетом количества ищущих работу, обеспечили бы уровень занятости значительно ниже общенационального показателя. Полученные результаты свидетельствуют о том, что политика по улучшению доступности не должна быть однородной и должна учитывать региональные различия.
