Lessons through Reform: Australia’s Security Intelligence

ABSTRACT

International security studies (ISS) is a young discipline in the political science realm. The study of intelligence is even more obscure because of its intrinsic secretiveness and resulting lack of documentation. Therein lies the need for exploration of Australian intelligence reforms. Justice Robert Marsden Hope carried out three security reviews with three profound outcomes: political freedom, national intelligence independence, and security oversight. Hope transformed a backward post-war alliance requisite into an inter-collaborative complex intelligence community. While intelligence agencies vexed the left and gratified the right, Hope was able to institutionalize political neutrality and bipartisan support of the agencies. This study explains the societal, political, and historical context under which Hope worked objectively for the long-term view of Australia and its civil liberties.

Resumen

Los Estudios Internacionales de Seguridad son una disciplina joven en el campo de la ciencia política. El estudio de la inteligencia es aún más oscuro debido a su secretismo intrínseco y la consiguiente falta de documentación. Ahí radica la necesidad de explorar las reformas de inteligencia australianas. El juez Robert Marsden Hope realizó tres revisiones de seguridad con tres resultados profundos; libertad política, la independencia de la inteligencia nacional y la supervisión de la seguridad. Hope transformó un atrasado requisito de alianza posterior a la guerra, en una comunidad de inteligencia compleja intercolaborativa. Mientras las agencias de inteligencia irritaban a la izquierda y satisfacían a la derecha, Hope fue capaz de institucionalizar la neutralidad política y el apoyo bipartidista de las agencias. Este estudio explica a través del contexto social, político e histórico bajo el cual Hope trabajó objetivamente para la visión a largo plazo de Australia y sus libertades civiles.
