Intensifying Political Geographies of Authoritarianism: Toward an Anti-geopolitics of Garment Worker Struggles in Neoliberal Cambodia

Abstract

Cambodia’s recent crackdown on freedoms of expression, association, and assembly coincides with the wider geopolitical ascent of illiberal democracy. Scholarly and public discourse suggests that we are now witnessing a global authoritarian turn, possibly linked to the current conditions of late neoliberal capitalist development where deprivations linked to state rollback have engendered a corrective state rollout. The language of the global authoritarian turn, however, echoes earlier unhelpful and totalizing readings of neoliberal expansion as a process of top-down diffusion. To counter this, this article argues for a recentering of local geographies in understanding authoritarian neoliberalism and a renewed focus on the bottom-up dynamics of its articulation in specific contexts. Drawing from a detailed study of garment worker activism, this article unravels the two-way relationship that unfolds between the intensified experiences of capital and resistance in Cambodia and the intensifying political geography of authoritarianism that reverberates as a result. Forwarding an antigeopolitical reading of authoritarian neoliberalism in Cambodia, the article recasts the current crisis underway in Cambodia, disrupting the notion of an authoritarian turn. Rather than the top-down imposition of a new model of autocratic government, the crackdown is shown to represent an intensification of existing authoritarian neoliberalism provoked by geopolitics from below. Here, intensification reflects a demographic and spatial shift in the concentration of authoritarian strategies toward Cambodia’s garment workers. La mano dura que recientemente se aplicó en Camboya a la libertad de expresión, la asociación y el derecho de reunión coincide con la escalada geopolítica más amplia de la democracia intolerante. El discurso erudito y público sugiere que estamos siendo testigos de un giro autoritario global, posiblemente ligado a las condiciones actuales del tardío desarrollo capitalista neoliberal donde las privaciones asociadas con el debilitamiento del estado han engendrado un estiramiento correctivo del estado. El lenguaje del giro autoritario global, sin embargo, se hace eco de lecturas poco edificantes y generalizadoras de la expansión neoliberal como proceso de difusión de arriba a abajo. Para contrarrestar esto, este artículo clama por volver a centrar las geografías locales para entender el neoliberalismo autoritario y una focalización renovada de la dinámica hacia arriba de su articulación en contextos específicos. A partir de un estudio detallado del activismo de trabajadores de la ropa, este artículo desenreda la relación de doble vía que se desenvuelve entre las experiencias intensificadas del capital y la resistencia en Camboya, y la geografía política intensificada del autoritarismo que reverbera, como resultado. Promoviendo una lectura antigeopolítica de neoliberalismo autoritario en Camboya, el artículo reformula la crisis que actualmente se desenvuelve en ese país, afectando la noción de un giro autoritario. Más que una imposición de arriba a abajo de un nuevo modelo de gobierno autocrático, la actitud de mano dura se muestra como representando una intensificación del neoliberalismo autoritario existente, provocada desde abajo por la geopolítica. En este caso, la intensificación refleja en Camboya un cambio demográfico y espacial en la concentración de estrategias autoritarias contra los trabajadores de la ropa.
