Provincializing Trump: Organized Displacement in Global Politics

Abstract

In this article, I theorize urban displacement as an anti-democratic politics that emerged and intensified at planetary scale in the last fifty years. I call this assault on the conditions of possibility of democratization organized displacement. As democracy has increasingly taken an urban character across the globe, I argue that organized displacement has emerged as a counter-politics. Organized displacement has two constitutive features: social cleansing and urbicide. The goal of this politics is to undermine the heterogeneity of social life in the name of creating an urban order. Finally, I argue that a theory of organized displacement reveals that the relationship between Trump and other right-wing figures is not simply based on a similarity of political forms. Rather, right-wing politics has been constituted through global practices of urban displacement. Trump, then, is not the originator of a new politics. Rather, he can be characterized alongside Bolsonaro and Mugabe as an exemplar of an anti-democratic politics of displacement.

过去50年中, 出现了全球范围的城市置换并且有加剧的趋势。本文将城市置换理论化为反民主政治。我把这种对民主化条件的攻击称为“有组织的置换”。我认为, 随着民主在全球范围内愈发具有城市特征, 有组织的置换已经成为一种反政治。有组织的置换有两个组成特点：社会清洗和城市毁灭。这种政治的目标是以建设城市秩序的名义, 去破坏社会生活的异质性。我认为, 有组织的置换理论, 揭示了特朗普和其他右翼人物之间的关系不是基于政治形式上的相似性。相反, 右翼政治的建立是基于全球城市置换。因此, 特朗普不是新政治的创始人。相反, 他可以与布尔索纳罗和穆加贝一起, 成为置换反民主政治的典范。

En este artículo teorizo el desplazamiento urbano como una política antidemocrática que surgió y se intensificó a escala planetaria durante los pasados cincuenta años. Yo llamo desplazamiento organizado a este asalto a las condiciones de posibilidad de democratización. Dado que la democracia ha adquirido un carácter cada vez más urbano alrededor del mundo, sostengo que el desplazamiento organizado ha surgido como una contrapolítica. El desplazamiento organizado tiene dos rasgos constitutivos: limpieza social y el urbicidio. El objetivo de esa política es socavar la heterogeneidad de la vida social a nombre de la creación de un orden urbano. Por último, sostengo que una teoría del desplazamiento organizado pone de manifiesto que la relación entre Trump y otras figuras de la derecha no se basa simplemente en una similitud de formas políticas. Mejor, la política de la derecha se ha constituido a través de prácticas globales de desplazamiento urbano. Entonces, Trump no es el creador de una nueva política. Más bien, puede caracterizarse junto con Bolsonaro y Mugabe como un ejemplo de una política antidemocrática del desplazamiento.
