Abstract

In the last two decades, the demographic situation in the USSR has changed radically and become one of the most important social problems confronting the country. The Twenty-Fifth Congress of the Communist Party of the Soviet Union (CPSU) [in 1976] pointed out the need to develop an effective demographic policy; the Twenty-Sixth Party Congress [in 1981] outlined a whole system of measures aimed at raising the birthrate.
