• In cases where the individual fails to answer a question or the response is inconsistent with other information for the person, the Census Bureau assigns a response. In 1980, blanks were filled in on the basis of certain known characteristics of the respondent, such as age, race household relationship, and educational attainment. In general, census personnel believe that these allocation procedures provide better data than otherwise.
