  • At the time of ICPD the concept of ‘civil society organisations’ as opposed to NGOs, was introduced. Subsequently at the international and national level, this concept was modified to ‘civil society’. Although civil society organisations were never clearly defined they originally appeared to include NGOs and community groups. While this is the interpretation included in the Key Actions, some Governments and others have expanded the concept to include religious leaders, academic institutions and even the private sector.
