  • 2. In his evidence Inglis cites Unpopular Education, a book published in 1981 and written by the Birmingham Centre of Contemporary Studies. In fact, although the book is cited as published in 1981, in a Preface dated September 1980, the authors tell their readers that ‘This book has been a long time in the writing’. Obviously, it is not a book about Labour's education policy 1979–89. Inglis also cites an article by David Reynolds, and a book by Andy Hargreaves and Reynolds published in 1989. According to Inglis, neither of these represents a sufficiently adequate account of the failure of Labour's policy. In effect, Inglis cites what he himself regards as two inappropriate references and one out of the date reference as evidence of inadequate attention by academics to Labour's failings on the question of education policy formation during the 1980s.
