  • The first national pollution control measure, the Water Quality Conservation passed in 1958, in response to violent protests by fishermen in Tokyo. But Japan's early water and air pollution laws were designed to be weak: standards were weak, standards applied only in designated areas, designated areas were few in number, and the process for designation was extremely slow.
