  • A headteacher's ‘district’ is an administrative unit within which a headteacher has responsibility. It usually comprises one, two or three schools and some 100 teachers and between 1000 and 2000 pupils
  • The comment by the minister was an enlargement on views expressed in the previous year's budget proposals, although, then, educational development was seen as being primarily the responsibility of in‐service education. But common to both sets of proposals was the great importance they attached to local development work. In March 1978 a committee was also set up by the then minister to look into the question of educational research and development within the school system. The committee's report was submitted two years later and its proposals, including those which concerned local development, were passed into law in the spring of 1981
