- (a) In 1972, the International Monetary Fund (IMF) forced the Bhutto Government to lift import ban on over three hundred commodity items, as a precondition for approval of loans. The annullment of this protectionist measure, coupled with 130% devaluation which came as part of the same package, boosted the import of foreign consumer goods and industrial raw materials at the expense of domestic products, thereby aggravating the crisis of domestic industry, (b) According to Lewis Stephen Economic Policy and Industrial Growth in Pakistan 1969 up to 76% of Pakistani manufacturing in the 1960s relied heavily on protection, and some manufactures were sold at prices as much as 150% higher than those prevailing on the world market.
