This applies to both the military situation, wherein the International Security Assistance Force (ISAF) and coalition forces are responsible for security; and to the aid sphere, where a lack of capacity on the part of the Afghan government to deliver aid quickly and effectively will push the aid community to take on increasing responsibility--and therefore also accountability--for delivery of assistance
