Cable television refranchising studies: an important role for citizen surveys

  • Many CATV systems, especially those in rural areas, serve more than one city or county, sometimes involving multiple franchises. The reported number of systems operating, therefore, is considered to be a conservative estimate of the actual number of franchises. According to Lynn Levine of Television Digest, when a system serves more than one city, several of those cities may develop a consolidated franchise for that system. Accurate figures on this practice are not available and the industry uses the number of systems as a conservative estimate of operating franchises.
