- pgf>Those interested in alternative views on decentralisation would benefit, in my opinion, from looking at Judith Tendier, Good Government in the Tropics, John Hopkins University Press, London: 1997 and her numerous citations of the decentralisation sceptics. In one extended note she writes, A good number of these cautionary statements about decentralization 'fever' are written by researchers working for the World Bank, or are found in papers commissioned by the Bank. In proposing that the Bank support research on decentralisation within the context of rural development (RD) programs, for example, Binswanger (1994: viii) states that 'it is not even possible to state whether greater decentralization … is associated with greater success in RD and rural service delivery or not, or whether it results in better targeting of the poor and reduced poverty levels [or] causes better RD outcomes.' These cautionary statements of researchers, nevertheless do not seem to have dampened the enthusiasm for decentralization, or the claims made for it, in the kinds of donor publications cited above, including those of the World Bank, or in the approach of these organisations to designing projects and giving advice.' (p. 175) Tendier's book looks at the performance of governments in Brazil.
