Much of the biographical detail comes from his obituary in the Keighley News 1918 March of, 23, This obituary states that it was the Prime Minister who insisted on the Commissioners paying their own expenses. The credit for the foundation of the National Association for the Promotion of Technical Education is given by ARMYTAGE not to Keighley but to Birmingham (Brit. J. of Educ. Studies, Vol. VI, No. 1, p. 70); MAGNUS states that it was due largely to the initiative of Roscoe (Educational Aims and Efforts, pp. 110–11).
