In introducing the Speaker, the Chairman referred to Captain Philip Mumford as one who had been for seven years intelligence officer in Iraq, and was in a position to speak on this matter from personal knowledge. He would describe recent events which had a direct bearing upon the immediate future, and on the prospects of the Minorities after the forthcoming admission of Iraq to the League of Nations.
