  • The research setting did not furnish the opportunity to utilize an experimental-control design. This would have required not only the random assignment of cases (in place of assignment by agency worker) to the three programmes but also the establishment of a fourth no-service control group. Since some of the children were already in care at the time the study began it was not possible to randomly assign cases to agency programmes. Perhaps even more importantly, the random assignment of cases as well as a noservice control group ran counter to the agency's conception of ethical practice. Resistance to research which makes these more stringent demands on an agency is well known and widespread not only in social work but in many other fields of human services as well. In the absence of a more rigorous type of design it was necessary to identify and control for variables other than the programmes of care which might account for possible differences in movement, such as variations among the programmes in the characteristics of children and families or their beginning level of functioning.

  • This procedure was developed by Geismar for measuring family functioning and includes guidelines for developing profiles as well as criteria for rating. This instrument was modified for use in obtaining measures of the child's social functioning.
