- This article was written before the Department of Minerals and Energy released the draft White Paper on Energy in June 1998. The White Paper does not, however, give any new information relating to the ownership and governance of regional electricity distributors. It merely reproduces the government's stated position in the ERIC Report of 1996. The analysis and recommendations contained in this article therefore still apply.
