Income Support Regulations (1987) A classic example of 'legislation by regulation' in the Social Security field is the law on Income Support. The framework of the law is contained in a few brief provisions in what is now the Social Security (Contributions and Benefits) Act 1992, whereas the voluminous substance is contained in regulations, most importantly the Income Support (General) Regulations 1987 which are amended so frequently that they (now) bear only a passing resemblance to their original wording.
