We use the term party to refer to single parties or blocs grouped together to contest list seats. The electoral law of the Federation defines a `party' as an all-federal political organisation (obshchefederal'noe politicheskoe ob"edinenie) or bloc of two or more such organisations. The Russian term for party (partiya) has a narrower meaning; the Communist Party of the Russian Federation is a party (partiya) while Unity is a movement (dvizhenie). Such distinctions are similar to those found in the French Third and Fourth Republics, where electoral groupings were often ad hoc and largely unaccountable groupings of notables.
