- The technique of planning has long been the subject of my experience and reflections. In the USSR I was in charge of the planning departments of two factories and was also occupied with the planning of whole industries both at the theoretical and practical levels. I took part in many discussions on the most varied aspects of national planning and published several studies of planning. Since the present article derives essentially from my own experience and understanding, and avoids direct criticism of other views, there are no references to the Soviet literature. In the United States I have again tried to think out the essentials of the Soviet planning experience, both as a worker at the General Electric ‘Tempo’ research organization and as a lecturer at Queens College. Professors J. Berliner, A. Ehrlich and A. Katsenelinboigen kindly commented on the first draft of this article. I was also helped by Dr. J. Alterman.
