- John M. Fraser was Canada's Ambassador to Yugoslavia from 1983 to 1987. He was subsequently able to follow the disintegration of Yugoslavia and the beginning of the war in Bosnia as Director‐General of the Foreign Intelligence Bureau of the Department of Foreign Affairs and International Trade. Since retiring from the Department in 1994, he has been teaching a course on “The Balkan Powder Keg” at the Institute of Central/East European and Russian Area Studies at Carleton University.
