  • 2004 . Indeed, the Copenhagen summit proved to be another turning point in the trajectory of Turkey-EU relations. Turkey was offered a conditional date of Dec. for opening accession negotiations for EU membership, depending on the country's ability to satisfy the Copenhagen criteria fully in the interim period. Whether this constitutes a case of total success from Turkey's point of view, however, is open to interpretation. Arguably, an earlier conditional date such as Dec. 2003 would have accelerated the momentum of the reform implementation process further and would have also contributed to the resolution of the Cyprus dispute over a shorter interval
