The first is of documents issued from 1973 to 1978 (Guojia Huanjing Baohuju Bangongshi, Huanjing Baohu Wenjian Xuanbian [Selected Collection of Documents on Environmental Protection] 1973–1978 (Beijing: Huanjing Kexue Chubanshe, 1988)).
