- The participants at the Second Congress were representatives of governments, mostly Directors of National Meteorological Services; they did not have any scientific briefs. The First Congress was one of scientists and regrets were expressed that the change to government representatives would mean that some excellent scientists would be prevented from attending. It was felt, however, that the ability of the Directors to commit their governments would compensate for this.
