- The “Galili Plan” was adopted by the Labour Party Secretariat on September 3, 1973. It consisted of proposals largely drawn up by Moshe Dayan and drafted by Israel Galili, the Minister without Portfolio in the Meir cabinet. Notably, the plan proposed to rescind the current ban on land purchases by individuals and corporations in the occupied territories, to create a “buffer zone” of Israeli settlements in the Rafah area, and commence work on a new town south of Gaza to be named Yamit — Ed.
