The Role of Causal Argument in Policy Controversies

Abstract

The position that causal arguments should not play a major role in policy analysis is based upon a needlessly limited view of causal statements and the means of proving them. A conceptualization of causal argument in terms of agent-motive-means is offered as an approach especially well suited to rhetorical proofs.
