Debate Rules and the Future of Policy Debate

Abstract

In an earlier essay in this journal, Herbeck and Katsulas questioned the rules approach as a way to improve debate and charged that two rules implemented by the National Debate Tournament Committee are ineffective. We justify limited rules to govern the conduct of academic debate. Declining participation calls for establishing rules designed to minimize the abusive debate practices that presently affect policy debate.
