Abstract

Thirty-eight or more states are currently engaged in a major effort to improve K-12 instruction. California, Delaware, Idaho, Kentucky, Michigan, Oklahoma, Oregon, Tennessee, Texas, Utah, Virginia, Wyoming, and Florida all have announced plans for new graduation requirements, new accountability models, new accreditation and graduation requirements, statewide tests in all subjects, performance accountability models and instructional remediation (NAEA, 1999).
