This article is Professor Gruchy’s last contribution to the pages of the JEI. He prepared the paper for the AFEE meetings in Atlanta in December 1989, but was unable to present it. Professor Paul Dale Bush presented the paper for him. Professor Gruchy passed away on February 19, 1990.
