Several of the papers presented in this volume are abridgements of longer papers prepared under contract for the School Finance Project of the U.S. Department of Education as part of a study of elementary and secondary education finance mandated by Section 1203 of P.L. 95‐561, the Education Amendments of 1978. These include the papers by Richard Elmore, Chester Finn, Erwin Hargrove, Anne Hastings, and Milbrey McLaughlin and Richard Elmore. Paul Berman's paper was originally prepared for the Law and Education seminar held at Stanford University Institute for Research on Finance and Governance.
