Human Settlement Patterns in Venezuela: The Contributions of the Formal and Informal Housing Sectors

Abstract

Rapid urbanization and economic inequality have resulted in severe housing shortages and urban poverty in Venezuela. This paper reports on the solutions adopted by the formal and informal sectors to remedy these conditions. The formal sector is shown to be hampered by the political structure and powerful government bureaucracy. The spontaneous (or informal) squatter settlement is contrasted with the formal housing delivery systems and is shown to make an important contribution as a housing solution for the poor.
