¹The exception that proved the rule was provided by the Association of Southeast Asian Nations (ASEAN), whose softly-softly approach to the junta since admitting Burma/Myanmar in 1997 has been a conspicuous failure. Publicly expressing ‘revulsion’ at the junta's actions – an uncharacteristically forthright term – was the only way to maintain international credibility.
