Other definitions of the informal sector are also used depending on national circumstances: no written accounts and size (number of employees) below a certain threshold.

The Vietnam Academy of Social Sciences (VASS) and the Institute of Research and Development (IRD) organized an international conference on the informal sector and employment in Hanoi in May 2010 with the support of several Vietnamese organizations and the principal aid agencies working in Vietnam. On the Vietnamese side were the Ministry for Labour, War Invalids and Social Affairs (MoLISA) and the General Statistics Office (GSO); the other international partners were: the French Development Agency (AFD), the World Bank, the Department for International Development (DfID), the International Labour Organisation (ILO) and the United Nations Programme for Development (UNPD) (see http://www.tamdaoconf.com). This initiative was conceived in the framework of a research programme lead by the authors in collaboration with the VASS and the GSO Vietnam between 2006 and 2011.
