A Policy History of Leadership Dilemmas In English Learner Education

 

ABSTRACT

This commentary situates the articles in this special issue in a historical perspective. It examines changes in civil rights law, bilingual education policy, and standards-based reform over time, and discusses how these changes shape current leadership dilemmas focused on the segregation and integration of English learners in U.S. schools.
