Abstract
Plans and programs on educational reform in recent years have aroused great hopes among broad segments of the population. Today the public feels disappointed; teachers, students, and parents feel left in the lurch. In light of this situation, a number of Theses on educational policy and educational practice proclaiming a conservative turn have been presented under the title, "The Courage to Educate."
