Are German Universities Still Competitive?

A Comparative View

Abstract

If by "higher-education reform" one is referring to the reorganization of the higher-education system that began in the Federal Republic with the Universitätsgesetz des Landes Berlin [University Law of Berlin] in August 1969 and came to a temporary close with the Hochschulrahmengesetz [framework higher-education law] of January 1976, and its subsequent amendments in the different provincial laws, one can evaluate this reform in at least five different ways.
