Abstract

Democracy is not what it ought to be. It has never been and it will (one hopes) never be what it ought to be. But if some day it should have come so far and become what it ought to be after all, it will be perfect, complete, and finished—in a double sense: a perfect democracy implies its own opposite or its own negation.
