[1] This is a revised version of a paper presented at the annual conference of the American Society of Criminology in Denver, Colorado, on November 20, 2003. I am grateful to the University of New Brunswick, Fredericton, Canada, for the New Faculty Research Grant that facilitated my trip and stay in Ghana in July and August 2003.
