Changes in planning approach: a comparative study of digital government policies in South Korea and Denmark

Abstract

The government plans to absorb conflicts caused by policy problems, have a goal orientation, and solve problems through policy implementation. This process is meaningful in that it can reduce the goal ambiguity of the organization and achieve results. In other words, goal setting and optimal alternative selection based on a comprehensive analysis of the situation can achieve government performance. The global achievements in e-government in South Korea and Denmark also follow this initiative. However, the shift from e-government to digital government requires a change in approach to planning. In other words, rather than planning a rational-comprehensive approach to find the optimal solution, it requires a social and political approach or an incrementalism approach with the participation of various stakeholders. This point of view is similar to the study of a regional innovation system that aims to innovate through a network of multiple participants. It is also consistent with the perspective of open innovation, which creates knowledge through internal and external exchanges and breaks down organizational boundaries.

Collects information on 70,000 government services, provides the information by each area, and allows users to search for government services by life cycle and customized benefits. Key portal site of the Korean government that integrates and provides various government services, relevant information and information on policies provided by central administrative agencies, public institutions, and local governments, as well as allow users to apply for various online certificates and documents.

5 Digital Identification in Korea: Has long used resident registration numbers and resident registration cards to verify identity in the administrative field but Korean accredited certificates had a weak security problem because they were authenticated using Microsoft’s Active-X. In 2020, reliable new electronic signature services by applying various new technologies such as blockchains and biometrics to stimulate greater competitiveness in the electronic signature market. Attempting to replace the plastic resident registration card that is currently in use, a mobile driver's license was introduced by embedding the existing plastic driver's license into a smartphone

12 An agency within the Ministry of Finance and was established in 2011Initiatives related to digital transformation in Denmark are developed with a focus on interoperability between different solutions, which is largely reflected in legislation. With the aim of renewing the Danish welfare, the agency is responsible for the implementation of the government’s digital ambitions and the use of digital welfare technology in the public sector. Promoting timely e-government policies and promoting digital transformation. Denmark has an obligation to digitize society and the public sector, and strives to instill a digital mindset in the public through cooperation with public institutions.
