Abstract
The concepts of three-dimensional cadastre (3D) and property ownership led to increased interest in land use management and research towards the end of the 90s. Within the scope of these studies, international standards and definitions have been realised. In Turkey, there are some academic studies available. However, there are not many studies conducted on an institutional basis. Turkey cadastre carried out by the General Directorate of Land Registry, and Cadastre (GDLRC) are kept. In this context, a 3D RRR (Right, Restriction and Responsibility) for Turkey-based cadastral data model design and development is essential in terms of not constitute a base for the study. The fact that these studies are in the context of LADM and ISO standards and OGC is very important in terms of the fact that the cadastral system is related to international standards.

Dr. Mehmet Alkan is an Associate Professor in the Department of Geomatics Yildiz Technical University, Turkey. He finished Ph.D. in March 2005. His PhD thesis topic is “Design and Develop Cadastral Temporal GIS”. He is research interests are Database, Geographical Information Systems, National Spatial Data Infrastructure, E-Municipality, E-government and Cadastral Systems. He is currently works at Land Management Division of the Department of Geomatics at Yıldız Technical University, Turkey.

Hicret GÜRSOY SÜRMENELİ holds BSc in Geomatics Engineering from Karadeniz Technical University and MSc degree in Geomatics Programme of Yıldız Technical University (YTU). She is a PhD candidate in YTU. She has visited Faculty of Geo-Information Science and Earth Observation ITC, University of Twente as a guest researcher in 2020.
Zeynel Abidin Polat
Dr. Zeynel Abidin POLAT is an Assistant Professor in the Department of Geomatic Engineering in İzmir Katip Çelebi University, Turkey. His PhD topic is “External Data Model Design and Implementation for Land Registration and Cadastre Transactions of Land Administration”. His research interests are cadastral systems, land administration and GIS. He is currently works Department of Geomatic Engineering in İzmir Katip Çelebi University, Turkey.
