Female transnational entrepreneurship and smart specialization policy

Abstract

This article focuses on the issue of transnational female entrepreneurs, who are currently the subject of interest by policymakers. For this purpose, an analysis of smart specialization policies used in the European Union is conducted as a way of understanding entrepreneurial behavior. In-depth interviews with female immigrant entrepreneurs in Portugal are conducted as a way of considering how diaspora networks in terms of people having the same cultural heritage can facilitate transnational entrepreneurship. Findings show that smart specialization policies can help female entrepreneurs manage their business ventures and undergo appropriate training programs. This helps with encouraging family engagement with business activities that makes use of transnational networks. In this way, increased numbers of female transnational entrepreneurs can be encouraged to create a more open and global entrepreneurial ecosystem.

ABSTRAIT

Cet article traite de la question des femmes entrepreneures transnationales auxquelles, actuellement, les décideurs politiques prêtent une attention particulière. À cette fin, nous avons conduit une analyse des politiques de spécialisation intelligente mises en oeuvre dans l’Union européenne, afin d’approfondir les connaissances sur les comportements entrepreneuriaux. Des entretiens en profondeur ont été conduits avec des femmes entrepreneures immigrées au Portugal pour explorer la manière dont les réseaux diasporiques, fondés sur le partage de l’héritage culturel, peuvent faciliter l’entrepreneuriat transnational. Les résultats montrent que les politiques de spécialisation intelligente peuvent aider les femmes entrepreneures à gérer leurs entreprises commerciales et à suivre des programmes de formation appropriés. Cela contribue à susciter l’engagement familial dans les activités commerciales qui s’appuient sur les réseaux transnationaux. De cette manière, un nombre croissant de femmes entrepreneures transnationales peuvent être encouragées à créer un écosystème entrepreneurial plus ouvert et plus mondial.
