The integration of care and education: a case study concerning the problem of noise

Abstract

This article presents a study in the context of action-research performed on three-year-old children at an early childhood education centre in São Paulo, Brazil aiming at controlling the high noise level and ensuring the well-being of children and adults. Well-being is perceived as a state of physical and psychological satisfaction, and is a central issue in pedagogy-in-participation, from which the perspectives mentioned in this study are adopted. The lengthy investigative process lasted from 2004 to 2011, due to little attention from public policies for noise control and to the bureaucratic culture that prevails in the country's public sector. The collective effort resulted in improvement of noise levels, nearing the country's standards of 40 to 50 dB(A), generating overall satisfaction and indicating improvement of the well-being of children, as measured by the Laevers Involvement Scale.

RÉSUMÉ: Cet article présente une étude dans le contexte d'une recherche-action portant sur des enfants de 3 ans dans un centre d'éducation de la petite enfance à São Paulo, Brésil, dans le but de contrôler le niveau de bruit élevé pour assurer le bien-être des enfants et des adultes. Le bien-être est conçu comme un état de satisfaction physiologique et psychologique, et considérée comme une notion centrale dans la pédagogie participative, adoptée comme perspective dans cette étude.Le long processus d'enquête a duré de 2004 à 2011, par manque d'attention des politiques publiques pour contrôler le bruit, et de la culture bureaucratique qui prévaut dans le pays dans le secteur publique. L'effort collectif abouti à la diminution des niveaux de bruit qui approchaient les critères de 40 à 50 dB(A), générant une satisfaction générale et favorisant le bien-être des enfant, comme mesurée par l'échelle la Laevers Involvement Scale.

ZUSAMMENFASSUNG: Dieser Beitrag präsentiert eine Studie, die im Rahmen einer Aktionsforschung an Kindern von 3 Jahren in einem Zentrum für frühkindliche Bildung in São Paulo/Brasilien im Hinblick auf die Eindämmung der hohen Lärmpegel und die Gewährleistung des Wohlergehens von Kindern und Erwachsenen durchgeführt wurde. Wohlbefinden wird als ein Zustand körperlicher und seelischer Zufriedenheit (Laevers et al. 2005) definiert und ist ein zentrales Thema des Konzepts der “Partizipationspädagogik” (Oliveira-Formosinho & Formosinho, 2011), das der Studie als Ausgangsperspektive dient. Aufgrund fehlenden Interesses an der Lärmbekämpfung seitens der politisch Verantwortlichen und der fortbestehenden bürokratischen Kultur im öffentlichen Bereich zog sich der langwierige Forschungsprozess von 2004 bis 2011 hin. Die gemeinsamen Bemühungen ermöglichten eine Reduzierung des Geräuschpegels bis nahe an den nationalen Standard von 40 bis 50 dB (A). Dies führte zu einer Zufriedenheit aller Beteiligten sowie insbesondere zu einer erheblichen Verbesserung des Wohlbefindens der Kleinkinder, wie Messungen mit Leuvener Engagiertheits-Skala für Kinder bestätigten.

RESUMEN: Este texto presenta un estudio que se llevó a cabo en el marco de una investigación-acción con niños de 3 años de edad, en un centro de Educación Infantil de São Paulo, Brasil. El estudio tenía como objeto buscar soluciones para controlar el alto nivel de ruido y, de esta forma, asegurar el bienestar de niños y adultos. El bienestar se define como un estado fisiológico y psicológico de satisfacción, y constituye un tema central en la “Pedagogía de la participación”, adoptada como perspectiva de estudio en el presente trabajo. El largo proceso investigativo se extendió de 2004 a 2011, en razón de algunas dificultades, como la poca atención de las políticas públicas al control del ruido y la cultura burocrática prevalente en el país en este sector. El esfuerzo colectivo redundó en el desarrollo de medidas para controlar los niveles de ruido que se acercaron a los 40 y 50 dBs(A). Los resultados fueron exitosos en la medida en que llevaron a una gran satisfacción e indicaron la importancia de implementar el bienestar del niño, conforme dispone el LIS - Leuven Involvement Scale de Laevers.
