2 Even terminology can be a problem. When Sen refers to ‘social welfare’ he has in mind an understanding at the broadest level of phenomena such as poverty, inequality and living standards. As Banks and Gallagher note (Citation2009, 25–26) this is usually regarded as ‘too vague’ to provide a basis for specific practices or policies, such as might be sought by social workers, health practitioners and others.
